About Our Founder
Mountain West Company was founded by James R. Galloway, P.E., a licensed civil engineer and retired U.S. Navy Civil Engineer Corps officer with more than two decades of experience leading complex engineering, construction, and infrastructure programs across the public and private sectors. Over his career, James has directed large, multidisciplinary organizations and managed portfolios exceeding hundreds of millions of dollars in high-stakes environments—ranging from major military installations and global facilities programs to austere and contingency operations overseas. His background spans engineering consulting, owner’s representation, project and program management, acquisition, and federal contracting, with a consistent focus on disciplined execution, accountability, and safeguarding client interests. Drawing on executive leadership roles supporting senior military and government decision-makers, James founded Mountain West Company to provide clients with trusted insight, structured leadership, and dependable outcomes grounded in integrity and proven experience.
